James Steen is vice president for enrollment management at Houston Baptist University, where he is responsible to the President for all activities related to administering the recruitment and admissions areas of the University and for initiatives related to the retention of students once admitted.

Under his leadership, freshman enrollment at Houston Baptist University has more than doubled, from 268 to 560. Interest and demand for HBU is on the rise, with Freshman applications up a whopping 1000% and undergraduate enrollment growing 28% since 2006. During that period, Steen and the enrollment management team have enhanced enrollment functions such as SOAR (Student Orientation Advising & Registration), creation of an Admissions Review Board, implementation of a strategic scholarship & financial aid packaging model, and numerous new student search and enrollment marketing initiatives.

In 2008, Steen oversaw the creation of a student success center for the institution that includes an early alert program, learning cohorts for the majority of incoming freshmen anchored by a freshman year seminar course, quality service initiatives, and a learning center for academic support and other student services.

Previously, Steen served as assistant vice president for admission and enrollment services at Baylor University. His efforts at Baylor helped the university realize a 21 percent increase in new freshman enrollment over five years, which also included a 10.5 percent increase in students of color and a 26 point increase in the mean SAT.
In 2007, The Chronicle of Higher Education named Steen to its list of 10 Admissions Deans Who Are Shaping Their Field. Steen has served as president of the National Association of Baptist Enrollment Professionals and is a certified 7 Habits facilitator. 
Steen received both his Bachelor of Arts and Master of Business Administration degrees from Baylor University.
